When Piggy Oil and Liu Chen entered the private room, everyone was staring at them. However, the tough soldier showed no fear and even flashed a provocative expression at the crowd. His attitude resembled that of a confident newcomer trying to take over an elder’s territory to grab a bite of food.
The leaders of Hong Kong’s underworld had seen many newcomers like this. Most of them ended up dead in dark alleys, while a few could stand their ground through sheer brutality, but if they didn’t learn restraint, they would die quickly.

Liu Chen greeted everyone and respectfully greeted Lei Luo. Lei Luo then grabbed his suit, bit his cigar, and pointed to the door.
“As I just said, the one who contributes most in this operation will take the most territory!”
“When the sun rises tomorrow, I don’t want to see the Digital Gang and the Stronghold people around.”
With that command, everyone immediately stood up to leave. They needed to gather their forces and prepare for the night’s operation.
Even the gangs that weren’t interested in Kowloon, such as the He Sheng Gang, had to send people tonight. It was a show of attitude.
Xiang Yan stayed behind, intending to have another discussion with Lei Luo. However, Lei Luo waved him off.
“No need to say more, everything will be decided by tonight’s performance.”
“Xiang Yan, the times are changing. If you can keep up, you’ll live. If you can’t, you’ll die.”
Lei Luo’s words made Xiang Yan fall silent, as the words he was about to say turned into a dead silence.
As the bosses left the club, Yan Tong and Han Zhen also received orders to go to Kowloon to set up barricades. Almost all the residents of Kowloon were notified not to go out unless necessary.
As for the media reporters, Lei Luo invited them all to the club, serving them good wine and food, and bringing in over a hundred women from the brothel to entertain them, ordering them to stay inside tonight.
Some arrogant foreign reporters planned to take a stand against Lei Luo. However, Lei Luo directly stabbed one of them with a knife, blood spurting everywhere!

However, Lei Luo could break down the project into three phases using a 2:4:4 ratio, and speed up construction by using one Quick Construction card per phase.
He would focus on those who were displaced by the recent fire at the Stronghold, aiming to build the first eight buildings. Without the need for underground floors, it could be completed in just six months.
Soon, the light from the cards began to form complex patterns, and within no time, the design for the three phases of the Stronghold’s transformation was completed. Lei Luo was captivated by the result, marveling at the powerful effects of the rewards.
Meanwhile, at a club in the main district, senior members of the police force were gathering.
“The Westman is right!” James said passionately. “Why do we always have to do the dirty work?”
“You’re the police commissioner, even if you’re the lowest in the government, you’re still part of the elite. But we’re not,” James continued.
Westman’s identity was tied to the government’s senior ranks. However, James and others felt that they had to take action within the police force to show results.
“If Lei Luo succeeds with this project, how much money could we make?” James pointed out.
“There’s a piece of land that everyone’s been eyeing, but no one can get their hands on it. Westman, if you’re not interested, at least try to secure the land’s development rights for us.”
James was finally revealing his true intentions. He didn’t care if Westman joined in, but he didn’t want Westman to block his way.
As a government official, Westman could easily secure approval to develop the land. If Lei Luo succeeded, they could partner with him and take a huge share of the profits. They wouldn’t even need to develop it themselves; they could sell the land and make a fortune.
Westman looked at the eager expressions of his subordinates and realized he could no longer stop them. Blocking their money-making plans was like killing their parents. He silently nodded, approving James’s suggestion. However, in his heart, he raised the threat level of Lei Luo even further.
